Funding the Public Sector

Our purpose is to provide funding and expert support to our partners, enabling and inspiring local and national climate action in the transition towards a low-carbon future

We run a number of funding schemes dedicated to enabling the public sector to reduce their carbon emissions in line with the UK's target to become net-zero by 2050. 

These schemes are funded by the Department for Business Energy & Industrial Strategy, The Scottish Government and the Welsh Government.

Scotland Public Sector Energy Efficiency Scheme 

Open to the public sector in Scotland, funded by the Scottish Government, we have been working with the public sector in Scotland since 2006 delivering energy efficiency projects. We continue to work with clients to deliver on management plans. Recently the scheme received an additional £10m of funding from the Scottish Government.

Wales Funding Programme

Open to the public sector in Wales, funded by the Welsh Government, we have been working with the public sector in Wales since 2009 to deliver energy efficiency projects. We continue to work with clients to support and deliver on their long carbon management plans.

Salix Recycling Fund Scheme 

The Recycling Fund Scheme is currently open to new applicants in Scotland to set up a new fund. This scheme is closed to new applicants in England and Wales.  

The Salix Recycling Fund set up ring-fenced funds matched with the public sector organisation to be spent on energy-saving projects. The financial savings delivered by these projects return to the fund allowing for further spending on carbon-reducing projects. 

Salix currently has 117 Recycling Fund partner organisations, including local authorities, higher education institutions, emergency services and the NHS.

Schemes currently being delivered

Phase 1 Public Sector Decarbonisation Scheme 

Eligible to the public sector in England, this scheme closed on Monday 11th January 2021. Funded by the Department for Business Energy and Industrial Strategy, the Phase 1 Public Sector Decarbonisation Scheme allocated £1 billion of grant funding to the public sector. The scheme allowed organisations to deliver stimulus to the energy efficiency and heat decarbonisation sectors, supporting jobs and deliver significant carbon savings during the height of COVID-19. 

Information on grants confirmed for the Public Sector Decarbonisation Scheme can be found on the PSDS gov.uk page. This list will be updated regularly until all funding has been allocated.  

Salix is currently supporting grant recipients in delivering projects that will make a great contribution to reducing carbon emissions and supporting jobs.

Phase 2 Public Sector Decarbonisation Scheme 

Eligible to the public sector in England, this scheme closed on Tuesday 13th April 2021. Funded by the Department of Business Energy and Industrial Strategy, the Phase 2 Public Sector Decarbonisation Scheme allocated £75m of grant funding to the public sector, aimed at taking a 'whole building' approach to heat decarbonisation. The scheme was launched to provide funding to those public sector organisations which were ready to take the next step to a low carbon heating future.

Phase 3 Public Sector Decarbonisation Scheme

Eligible projects are those undertaken in England, funded by the Department for Business Energy & Industrial Strategy. This is the third phase of the Public Sector Decarbonisation Scheme. For Phase 3 the focus remains on the decarbonisation of heat. This helps the UK to meet its Carbon Budgets and Net Zero commitments through the implementation of energy efficiency and decarbonisation measures in buildings across the public sector.

Phase 1 Public Sector Low Carbon Skills Fund 

Eligible to the public sector in England, this scheme closed on Monday 11th January 2021. Funded by the Department for Business Energy and Industrial Strategy, the Phase 1 Public Sector Low Carbon Skills Fund scheme was launched alongside the £1 billion Phase 1 Public Sector Decarbonisation Scheme. The scheme provided complementary funding across three activities relevant to the Grant Scheme.

This covered engaging specialist expert advice to identify and develop energy efficiency and low carbon heat upgrade projects for non-domestic buildings, prepare robust and effective applications for the £1 billion grant scheme and putting in place a Heat Decarbonisation Plan or improve an existing plan.

Phase 2 Public Sector Low Carbon Skills Fund
 
Open to the public sector in England, funded by the Department for Business Energy & Industrial Strategy, this is the second phase of the Public Sector Low Carbon Skills Fund (LCSF) scheme for heat decarbonation plans. Phase 2 LCSF builds on the successes of the first phase of decarbonisation skills funding and has a sharp focus on supporting the public sector to take the step towards a low-carbon heating future. 

The Department for Business, Energy and Industrial Strategy (BEIS) has made available £15 million of funding for Phase 2 LCSF that will provide grants for public sector organisations to engage the specialist and expert advice and skills required to put in place or improve an existing heat decarbonisation plan.

Eligible to the public sector in England, this scheme closed on Monday 11th January 2021.
