Meet the Team

Emma Kerr - Strategic Lead (Interim)
Before becoming CAPH's Strategic Lead, Emma Kerr served as Executive Principal at Egloskerry, Launceston, and Altarnun Primary schools. She holds the National Professional Qualification for Headship (NPQH), a BSc (Hons) degree in Business, and completed her PGCE teacher training at the University of Plymouth’s Exmouth campus (Rolle College). Prior to her teaching career, Emma worked in London as a buyer for ITV. She has taught across all age ranges in schools in Devon, Cornwall, and Sydney, Australia and has partnerships with senior leaders and Trust across the Country.
Emma is an active member of the Geographic Association Early Years and Primary Phase Committee and serves as the National Co-Advisor for The Professional Teaching Institute’s (The PTI) Primary Hub network.
Emma is deeply committed to improving opportunities for all communities in Cornwall. While she values the beauty and inspiration of rural living, she is also aware of the isolation it can create, which affects education. Key challenges include funding, staffing shortages, access to high-quality CPD, and school support. With over 10 years of leadership experience in this region, Emma is dedicated to representing and engaging CAPH members in strategy, innovation, and sustainable growth. She works closely with local stakeholders and external experts to develop context-specific solutions, particularly for Early Years, disadvantaged pupils, and students with SEND.
Emma’s experience in integrating research, leadership, and impactful curriculum strategies from trusted organisations across the UK and beyond brings much-needed equity to Cornwall. She believes that by addressing the unique challenges of the region, we can preserve and strengthen the strong Cornish identity while improving educational outcomes and experiences  for all.

Lucy Stein - Business Development Manager

I joined the team at CAPH in 2022 with twenty years of experience within the business management side of education, working with schools in Cornwall and having managed a team of Business Managers across nine schools in the north west of Bristol.

I have a strong commercial background established prior to joining education. Working in the retail sector, at executive board level, as Head of Product for The Body Shop UKROI, I managed a team to deliver the £32M product portfolio, from new product development to arrival in store. I worked with TBS for nine years prior to this, in various roles.

 Before joining TBS I worked for Laura Ashley, I expanded and managed an interior design team across 25 locations in the UK and launched the service in Japan.

I love living in Cornwall and spend a great amount of time outdoors either in the water, on the water, on a horse and walking my spaniel.
