Cornwall Association of Primary Heads

A Voice for Schools in Cornwall

CAPH supports school leaders and the wider school community across Cornwall. We aim to be a vehicle for improvement and innovation for education in Cornwall.

We are delighted to continue to represent all staff and all sectors of education, in addition to our primary schools we have members in Early Years, Secondary Schools, Alternative Provision and Special Schools.  Across our members,  including Maintained Schools, Stand Alone Trusts and Multi-Academy Trusts, we are supporting and catering for all staff and every student in over 80% of Primary Education settings in Cornwall.

CAPH - Cornish Headteacher Collective Voice required for Primary version of 'Equity Scorecard

CAPH are working in partnership with the South West Social Mobility Commission (SWSMC) to develop the Primary version of the Equity Scorecard; with plans for a National roll out. You can find out more here. This is a significant connection and opportunity for Cornish Headteachers to have their views represented in national policy.

The findings from the Secondary Equity Scorecard were made public in December 2024 and trials are now in place. This Report is attached. The Next Steps from this report are:

1.      We are trialling the scorecard with schools and trusts in the South-West peninsula to gather feedback and fine tune the approach.

2.      To reduce the workload for schools, we are working to develop an automated tool for data collection and calculation. This tool will streamline the process for collecting and analysing the publicly available data elements of the scorecard and ensure consistency of analysis. Alongside this, schools will have access to an online community of practice for discussion and collaboration.

3.      We are also considering a scorecard for primary schools. Whilst recommendations would remain broadly similar, the criteria involved would need adjusting to be more appropriate for younger pupils. Instead of measuring GCSE performance and KS4 destinations, Year 1 phonics scores and combined Key Stage 2 Statutory Assessment Test (SATs) scores could be included in their place.

We are working with SWSMC to ensure the Cornish Primary voice is heard. We are reaching out to invite you to provide feedback on the Primary Equity Scorecard, a significant opportunity to ensure that it is fair and meaningful, particularly for smaller, rural schools. As part of the Primary Expert Panel selected by SWSMC, spanning from Somerset to Cornwall, CAPH will be representing your views at The University of Exeter in early April.

The key pages in the Report document for context are P16, 17 and 18 and we seek your feedback and voice on this content specifically – split into the following three areas:

1.      The Data to be collected – see p7 (Outcomes, Attendance etc)

2.      The Surveys – see appendix p25-27 (Staff, Pupils, Parents/Carers)

3.      Checklists – see appendix p28-22 (Good Bets and Have you tried?)

Your input is crucial!

If you can spare 30-45 minutes to read and share your thoughts, please provide your feedback by 9am on Monday, 31st March. We will be collating responses to represent the perspectives of small, rural, infant, junior, and all-through schools.

Thank you for helping us shape a more meaningful and fair policy for all schools.

Emma
